Slow shutter is great here, but when shooting from near the road, you'll need at least a 150mm lens. The small gap which Wahkeena Creek drops through is low enough that the sun shines straight down it during certain times of the day, so I'd recommend coming in the morning (before 10-ish, or in the evening). There is almost always spray at the base of the falls.
